Pulverize pigments and powders, adding them to the water phase. Mix emulsifiers, emollients, and oil-soluble consistency factors at 80°C, then add to the water phase mixture to form the emulsion. Add sensitive components like active ingredients, special additives, and preservatives once the mixture cools to 40-30°C.
